ABSTRACT

The assessment of students at Central Park East High School is performed by an external review team of college faculty, teachers from other schools, and in some instances students. The Talent Development Model, a major high school reform initiative is being undertaken by Johns Hopkins University and Howard University that has as one of its objectives to change the role of teacher from evaluator to coach. A major theme in this chapter has been that transforming the role of the teacher is unlikely to occur without some fundamental change in the incentive structure under which schools and teachers operate. It attempts to test various aspects of the output-driven model and relate them to innovative practices in schools. One area they need to keep their attention on is the connection between the organization of the schooling system and the organizational norms that promote or constrain its effectiveness.
