ABSTRACT

This chapter refers the term mission space to the area of responsibility or field created by an organization's operation. With both the Department of Homeland Security (DHS) and US Northern Command (NORTHCOM), the private sector is viewed as a critical component, but is addressed differently. There are four parts to analyzing the private sector and homeland security. The first part addresses a government approach to private-sector engagement and partnering. The second part addresses two major models of private-sector engagement: "top-down model" and "bottom-up model" that have emerged with the creation of the DHS and NORTHCOM. The third part describes the nature of private-sector and public-sector partnerships and further articulates several partnerships that are taking place at different jurisdictional levels (Federal Emergency Management Agency, the DHS, and NORTHCOM). The fourth and last part addresses certain issues confronting the private sector in the mission space that has and is still being defined by homeland security and homeland defense.
