ABSTRACT
The chapter provides an image of the level of spread of energy poverty in Bulgaria and critically discusses the consistency of public policies addressing it. We review the main characteristics of energy poverty in terms of magnitude, associated problems, and affected groups and provide an analysis of the formulation and implementation of energy poverty policies and their relations with other related public policies. Based on the analysis, we formulate recommendations for improvements in the policy approach to energy poverty.
