ABSTRACT

This chapter provides a selective overview of maritime terrorism, looking at three central debates in the field. First, we explore what makes maritime terrorism unique, what obstacles explain the tactic's relatively infrequent use and how those obstacles help us understand why groups do sometimes engage in maritime terrorism. Second, we describe who uses maritime terrorism, using attack typologies, and whether those activities converge with maritime crime. Third, we turn to what is next, identifying three prominent global trends – technology, human geography and global power dynamics – to ask how they may shape maritime terrorism and responses to it.
