ABSTRACT

The group placed its emphasis on the planning of resources with special awareness of sociological implications. It was necessary to identify the leaders in the community and persuade them to promote the activities of the Community Development Group. Since the Group was primarily concerned with the existing Model Cities program, an investigation was initiated to identify the community leaders of that program. The research design consists of three stages. The first stage of the research consists of a positional analysis. This technique serves to define the potential power offices in the community’s institutionalized economic, political, and civic structures. In the second stage the “reputational” technique was utilized to determine perceptions of power and influence. The third stage of the research employed issue analysis as a means of determining the power structure. The Model Cities Program was used as the primary issue and analysis to render a true picture of the actual behavior of the men involved.
