ABSTRACT

Human resource management (HRM) issues are vital in the successful operation, development and long-term sustainability of tourism organizations. HRM presents a valuable tool for meeting many of these challenges and adding value in organizations and it frequently involves contact with people from different backgrounds, locations and cultures. Since tourism is a global business, with many enterprises operating transnationally or as multinational enterprises across several continents, certain sectors of the industry (e.g. the hotel sector) also have to adopt an international or global approach to HRM. To analyze the issues around workforce development research, Baum et al. outlined three distinct domains which are interconnected in analyzing human resource management issues in tourism where there are: Macro issues, Meso issues and Micro issues. In some countries, the public sector is actively involved in the provision of organizations and assistance for the tourism sector to assist in human resource development, through policies, planning and the implementation of initiatives.
