ABSTRACT

This chapter describes the electoral processes and particularities for local elections in the Grand Duchy of Luxembourg. Despite its relatively small size, the country is divided into 102 municipalities, which all elect their own local councils every six years. While small municipalities select their councilors in nonpartisan elections on the basis of the plurality bloc vote, elections in larger municipalities are held in accordance with the panachage open-list PR electoral system. Current debates on local elections in Luxembourg involve questions regarding a higher representation of women on local councils, improving the participation of the non-Luxembourgish population, the separation of local and national political offices, and merging of municipalities in order to reduce their number.
