ABSTRACT

Local politics in Montenegro mirrors national politics to a great extent. The country’s main cleavage – the statehood issue, which corresponds to the ethnic division – dominates politics at both the national and local levels. Major topics that shape national politics also significantly affect local election results. However, unlike at the national level, where there was no alteration in power for 30 years (from 1990 to 2020), politics at the local level exhibited a much more dynamic approach. The local politics of Montenegro is described here by including a novel collection of data on Montenegrin local elections.
