ABSTRACT

This chapter explores the role played by migration in the White Paper on the Future of Europe and in the five scenarios of Europe’s future that are developed. It assesses what these scenarios tell us about the ways in which drivers of migration are understood and their implications both for policies and institutional development. The chapter then draws out an aspect that is less developed in the scenarios to analyse some of the underlying drivers of migration politics in EU member states, with a particular focus on public attitudes to migration. Finally, the chapter argues that thinking about the future is important both because of the real and practical dilemmas it exposes and because of the underlying assumptions about migration and migration politics that it can reveal.
