Notwithstanding every precaution that could be devised, drunkenness continued to prevail among the troops in one of the forts in India; when it was at length discovered that the soldiers’ wives were in the habit of steeping their flannel petticoats in arrack, and then wringing them out into vessels, by which delicate means the hitherto undiscovered supply had been for some time introduced.
