ABSTRACT

This chapter focuses on Kazakhstan as the one Central Asian country that, in addition to being the earliest protagonist of Eurasian integration, has most eagerly embraced the Belt and Road Initiative (BRI) and also has the most advanced track record in establishing formal relations with the European Union (EU). ‘Good governance' is usually understood rather broadly, but most proponents agree that key ideas arecombating corruption, building independent judiciaries, security sector reform, improved service delivery, transparency of government accounts, decentralization, civil and political rights, government responsiveness and ‘forward vision', and the stability of the regulatory environment for private sector activities.
