ABSTRACT

This chapter investigates the European Union’s (EU’s) contribution to the advancement of specific justice conceptions in the realm of global migration governance. In particular, it considers the Global Compact for Safe, Orderly and Regular Migration (GCM), a pioneering instrument for the coordinated management of human mobility evolved from a joint declaration signed in New York in 2016 to the final document endorsed by United Nations (UN) Member States in December 2018. The work unpacks the GCM process into different phases: its launch, the phase of consultation and negotiation and the adoption of the document on the safe, orderly and regular movement of migrants. Each phase provides insights into the EU’s intended aims and its internal dynamics affecting the different stages of discussion. The chapter shows how the EU’s internal challenges exerted a major role in weakening the contributions regarding justice that it could have provided.
