ABSTRACT

The risks of confliction between drones and manned aircraft cause considerable concern to the public, regulators, aircraft operators and other stakeholders. Aerodromes and their airspace host a concentration of air traffic that warrants examination of these risks. While commercial passenger aircraft are constructed to standards that provide for a degree of resilience, collision risk scenarios continue to be studied. Smaller (general aviation) aircraft and helicopters may be particularly vulnerable. This chapter examines the stakeholders in these risk scenarios, the effects of confliction and drone incursions, the broad regulatory context and mitigations and protections available today and as envisaged in the near future. Currently, aerodrome operators face significant difficulties in effectively protecting against and mitigation of incursion risks; regulatory and technological developments are required to remedy those difficulties.
