ABSTRACT

Coordinated action has the potential to harmonise and enhance international regulatory requirements and standards for drones akin to that for manned aviation and bring enormous benefits in terms of safety, efficiency of operations and technological innovations.

This chapter looks at the work being undertaken by Transnational Organisations to achieve regulatory consistency, effectiveness and efficiency. It examines model regulations developed by the International Civil Aviation Organisation (ICAO) on recommending a single set of technical, safety and operational requirements for the certification and safe integration of drones into airspace and at aerodromes and work of the European Union Aviation Safety Agency (EASA) addressing not just safety issues, but wider concerns around privacy, security and data protection. Reference is made also to other transnational initiatives such as the Pacific Aviation Safety Office (PASO) and the Joint Authorities for Rulemaking on Unmanned Systems (JARUS).

The work being undertaken by Transnational Organisations to achieve regulatory consistency, effectiveness and efficiency is vital. The same is true for initiatives designed to promote and establish a single set of technical, safety and operational requirements for the certification and safe integration of drones into airspace and at aerodromes.
