ABSTRACT

This chapter briefly outlines the exponential growth and diversity of operations and applications evolving in the world of drones and describes the flightpaths the following chapters take. An appreciation of the wide diversity and ever-expanding operations and circumstances in which drones are deployed or are used is essential for (a) understanding the risks associated with their use and (b) informing the regulatory regime appropriate to these diverse contexts. Notwithstanding the new horizons in efficiency ushered in through drone usage, there is a growing need for well-thought-out and integrated regulation. The rapid growth in the use and deployment of drones creates significant challenges to regulators and the community at large-both practical and regulatory. Moreover, the proposed regulatory approach needs to cover the complex web of airspace integration, safety, security, noise, environment, privacy, safe and efficient electric take-off and landing vehicles, infrastructure, technology trials and central coordination. There is also a need to consider the current and evolving insurance landscape as the industry looks to address the risks posed by drones.
