Implementation and enforcement as the key to effectiveness of international treaties

The chapter examines the implementation of IMO treaties into domestic legislation: first, it discusses how the treaties are developed under the auspices of the International Maritime Organization (IMO); second, it explains how States become Parties to IMO treaties and what techniques could be applied to implement them into domestic legislation; and third, it deliberates how the Organization can ensure the effectiveness of its regulatory framework and what role it may play in its enforcement. In concludes that the effectiveness of maritime conventions inevitably depends on States’ enforcement of treaties and regulations.
