ABSTRACT

This chapter establishes the place of diaspora diplomacy within public diplomacy activity and theory, considering how diasporas intersect with the core areas of global public engagement, including listening, advocacy, culture, exchange and international broadcasting. The whole profile is drawn together with an eye to its contribution to the new category of Reputational Security. Each sub-category is illustrated with historical examples. Key issues raised include the way in which diaspora networks and images develop a life of their own; the way in which diasporas can operate either above or below the level of the nation-state, and the danger that some diasporas are corrosive to peace processes by promoting the most extreme versions of domestic political identities. The chapter concludes with an agenda for further systematic research.
