ABSTRACT

This chapter introduces a debate on the scope and boundaries of the relationship between the Delhi government and the center, as at times both the center and Delhi government contest each other’s right to administer the national capital. This has given impetus for demands to grant statehood to Delhi. It uses the case study of Delhi Police that reports to the union Home Ministry, which in turn restricts their arena of authority in ensuring maintenance of law and order in the capital. Parallels cannot be drawn with other state capitals, as Delhi has to represent the best of national interests. The chapter narrates the delegation of authority using yardsticks of feasibility, past reflections and necessity.
