ABSTRACT

This chapter argued that the Belt and Road Initiative has never been a Chinese version of the Marshall Plan for geopolitical strategy, but a public product that adheres to multilateralism and promotes win–win cooperation among countries. China and Latin American countries have cooperated very well in many fields, including economy and trade, investment, infrastructure and human exchange. China and Latin American countries are promoting deeper exchanges and cooperation in accordance with their agenda. The shared future of human beings is a community of interests based on the full play of each country’s comparative advantages, a Pareto Improvement for the welfare of all mankind, not a zero-sum competition, nor the export of Chinese values.
