ABSTRACT

This chapter deals with the application of the “win–win” principle, which is the basis of the international policy of China in its relations with the Mercosur countries (Brazil, Argentina, Uruguay and Paraguay). To this end, the chapter analyses three interrelated levels: the diplomatic-strategic, the commercial and the regionalist. China has established strategic partnerships with Argentina, Brazil and Uruguay. But these bilateral strategic partnerships have eroded the functioning of regionalism. At the commercial level, the presence of Chinese manufactured goods has led to the displacement of the Argentinean and Brazilian industrial sectors. At this level, there are losers: these are the economic sectors that were cementing Mercosur in its early stages. In conclusion, the “win–win” principle does not apply in this case and there are losers, the main ones being the industrial economic actors and the model of regionalism.
