ABSTRACT

This chapter provides a focused review that generates insight on the evolution of spatial planning practices, plan-making approaches, and plan implementation in the Global South—Dar es Salaam. The primary goal is to create an understanding and identify future directions for effective, robust, and innovative spatial planning and implementation strategies to guide sustainable development of megacities in the Global South. The chapter includes spatial and temporal accounts of events in plan-making, plan implementation, and development of Dar es Salaam using the master plans as a reference point between the city’s urban planning versus physical reality; implications of the master planning gap and the deficits in the plan-making and implementation strategies to achieve well-planned, economically vibrant, secure, more resilient, and sustainable coastal city in the Global South. Emerging areas of spatial planning practices land use, infrastructure, and environmental planning are noted regarding their potential challenges and future influence on the strategic development of Dar es Salaam.
