ABSTRACT

The background environment and surroundings are crucial in the ability of community-supported enterprises (CSEs) to start and prosper. They need supportive legislation and finances as well as a positive attitude of residents willing to invest and patronize the business. The State of Vermont (USA) has a long history of policies that encourage small business creation and expansions. Programs that promote development have existed for many years in Vermont resulting in innovative CSE efforts as well as a culture that supports and fosters community-supported businesses and enterprises.

This chapter discusses the entrepreneurial ecosystem in the State of Vermont but especially in Burlington, the “Queen City.” These practices and programs illustrate how local leaders and residents interested in preserving the future of their community can work together in a supported entrepreneurial ecosystem to launch and maintain businesses that otherwise might be lost. Some of these activities could easily be replicated elsewhere.
