ABSTRACT
This chapter analyses the perception of the population from Rio de Janeiro and São Paulo cities about the quality of the public services provided and their relationship to the well-being of the inhabitants. The assessment is based on a longitudinal survey carried before and after Rio2016. Even though all services performed better after the Games, their average evaluation by the citizen can be considered low in comparison with other countries. In both cities, public health was the lowest rated service. Statistical tests show an increase in the chances of improving the perceived quality of some public services in Rio, in relation to São Paulo, before and after the Rio2016, such as universities, health, transportation, security and schools, including nurseries. Regarding the evaluation of different aspects of the urban life, the comparative analysis between cities leads to the conclusion that, in general, the evaluations were similar in both cities. Notwithstanding, the statistical models also revealed a relative increase in Rio’s perceptions about the different aspects of the urban life in relation to São Paulo just after the Games.
