ABSTRACT

There is a basic compromise among the different categories of states party to the NPT. The undertakings of the different parties to the Treaty are governmental commitments, but these assurances fall short of the Treaty requirements, and states have to rely on commercial markets alone for assurances of nuclear supply. In order to remedy this situation and to re-establish the credibility of the NPT nuclear-supply assurances, an international nuclear fuel bank is proposed. This fuel bank would, in addition to ensuring reliability of nuclear supply, also serve as a mechanism for providing developing countries with the special consideration they are entitled to under Article IV.2 of the Treaty. Various elements are suggested for inclusion in the proposed international nuclear fuel bank.
