ABSTRACT

Plutonium, a by-product of all energy production based on nuclear fission of uranium-235, has caused special concern from a nuclear weapon proliferation point of view. Technical and especially institutional measures, in addition to existing safeguards and other arrangements, are called for to dispel such concern. The political objectives of such measures would be to enhance confidence that the use of plutonium for other than peaceful, non-explosive purposes will not take place and that programmes for the peaceful use of nuclear energy can be conducted in a safe, economical and predictable manner. A step-by-step approach to achieve these objectives is discussed. The measures indicated include (a) agreement on uses and other management practices for plutonium; (b) end-use statements; (c) xxiiiinternational verification of end-use, and (cf) a full International Plutonium Management Regime.
