INFCE achieved significant, although not spectacular, results. Most technical conclusions were unanimously agreed upon and supply a data base on which future decisions will rely. It is now clear, however, that very different options can be chosen starting from the same data base according to local conditions and national priorities. No really new strategy has emerged from INFCE that would be particularly desirable from the point of view of proliferation resistance and of resource utilization, at least within the time range available to solve these problems. Worthwhile non-proliferation measures are likely to be of an institutional nature, although technical interventions can enhance their effectiveness.
