The 1974 Indian nuclear explosion has focused the world’s attention on the proliferation risk of the plutonium cycle, and its link with international nuclear trade and technology transfers. But one should not forget that the first proliferation event undoubtedly related to nuclear technological transfer was the 1964 Chinese weapon tests which involved the enriched uranium cycle.
