ABSTRACT

Political and geostrategic considerations have for their part motivated a discussion of limitations that may possibly be applied to the deployment of nuclear weapons in one or several safety areas adjacent to a Nordic nuclear weapon-free zone. This chapter deals with two questions—transit inside and limitations outside such a zone. Both questions are controversial. The reasoning will be based on the assumption that the zonal states would prefer to minimize the transit of nuclear weapons inside and maximize the limitations on deployment outside the zone. If it is assumed that Iceland is included in a Nordic nuclear weapon-free zone, the presence of the US air base at Keflavik is particularly relevant in relation to the question of air transit, including stopovers. The Swedish government in particular has insisted that a Nordic nuclear weapon-free zone is worthwhile only if it leads to a reduction of tactical nuclear weapons close to the Nordic region.
