ABSTRACT

The discussion on a Nordic nuclear weapon-free zone has entered a stage when it is timely to come up with some concrete drafting. Due to the specific character of the Nordic region, encompassing three North Atlantic Treaty Organization member states and containing or neighbouring on areas of vital strategic importance for the leading nuclear powers, it seems difficult to reach in the near future an arrangement along the Tlatelolco/Evensen model. The draft declaration appears to go further in substance in implying a somewhat stronger political commitment to denuclearization. The draft declaration is based upon the following considerations. The present international situation, while being extremely dangerous, contains the potential for positive change. The Nordic countries are now in a unique position to make a significant contribution to detente and disarmament as well as to their own security by displaying an active and determined stand on denuclearization.
