ABSTRACT

The question of how to establish a Nordic nuclear weapon-free zone is the subject of considerable differences within and among the Nordic countries. These differences are probably partly reflections of nuances in the fundamental political attitudes towards the zone idea as such but may also be the result of the complexity of the zone concept in its totality. In June 1982 the Nordic Labour Congress issued a declaration on a Nordic nuclear weapon-free zone. This declaration is of particular interest as it was based on studies by a committee of the Nordic Social Democratic Labour parties. Sweden and Finland seem to be less concerned that the zone project might harm the Intermediate-range Nuclear Forces talks. The Swedish view is rather that the zone project should be seen as an element in the overall mounting pressure for nuclear disarmament, a pressure which should be applied equally on both sides.
