ABSTRACT

The establishment of a Nordic nuclear weapon-free zone would represent a significant positive development for the security of Europe and the rest of the world. One model for a nuclear weapon-free zone excludes the presence of nuclear weapons from a certain (uninhabited) environment. It is possible that a Nordic nuclear weapon-free zone be eventually perceived by all the North Atlantic Treaty Organization and Warsaw Pact countries as a positive development, strengthening the overall security of Europe and immediately implementable. In conclusion, it appears desirable to try and proceed forthwith towards the establishment of a Nordic nuclear weapon-free zone and to negotiate its terms of reference among all the interested parties in a spirit of great flexibility. It would be advisable, in designing the terms of a Nordic nuclear weapon-free zone, to bypass some delicate issues which may eventually be resolved, if need be, by a continuing process of consultations after the Nordic nuclear weapon-free zone has come into being.
