ABSTRACT

The destructive capacity of the nuclear arsenals of the two superpowers—the Soviet Union and the United States—alone is, according to the most conservative estimates, well above one million Hiroshima bombs, enough to kill the entire population of the Earth many times over. As a corollary to those declarations, the Assembly proclaimed the following conclusion: “Nuclear weapons pose the greatest danger to mankind and to the survival of civilization. It is essential to halt and reverse the nuclear arms race in all its aspects in order to avert the danger of war involving nuclear weapons. The ultimate goal in this context is the complete elimination of nuclear weapons.” In the long road which needs to be covered in order to reach the goal of the total elimination of nuclear weapons, a commitment to no-first-use of such dreadful instruments of mass destruction represents a progress of the utmost significance.
