ABSTRACT

Over the past two years the two superpowers, the United States and the Soviet Union, have been engaged in a new round of a more intensified nuclear arms race, whose object is to improve the quality of their respective nuclear weapons. The deployment of nuclear weapons is now more widespread and the stockpile of nuclear warheads is higher than ever. In current anti-nuclear movements, many good ideas and proposals have been put forward on nuclear disarmament, such as the establishment of nuclear weapon-free zones, the limitation and reduction of nuclear stockpiles, and the commitment by all nuclear powers to no-first-use of nuclear weapons, and so on. Besides, the Soviet declaration does not say a single word about the obligation not to use or threaten to use nuclear weapons against non-nuclear states. It implies that the Soviet Union still wants to levy nuclear blackmail on them.
