ABSTRACT
This chapter is in three sections. The introduction explains why the no-first-use issue is now topical—the pressures that have arisen from discussion in the churches, among international lawyers, at the United Nations, and among military thinkers. The second section summarizes the arguments presented in Parts II and III of the book. The third section contains the conclusions of the three authors of this chapter.
