ABSTRACT

The fact that South Africa has so far refused to join the Non-Proliferation Treaty has given rise to speculation, much of which consists of attempts to define the military and political motives which lie behind the refusal. Koeberg, South Africa’s first nuclear power station, is also brought into the argument with the projected second nuclear power station to be built at the same site. The opinions outlined may be part of a presumption that South Africa has already tested one or two weapons and that if South Africa has actually made nuclear weapons, it is likely to have used enriched uranium as the fissile material. The morality of dealing with a nuclear-armed South Africa, when its domestic policies are already subject to strong criticism, would be further questioned. South Africa has, in a very real way, become the scapegoat of the world, and the fear that these benefits would be denied is real.
