ABSTRACT

China shares the prevalent view that there are two aspects to the issue of nuclear weapon proliferation: on the one hand, those countries which already possess nuclear weapons continue to enlarge and improve their nuclear stockpiles; on the other hand, there exist possibilities that other states will acquire nuclear weapons. China’s policy on nuclear weapons is entirely different from the nuclear strategy of the superpowers. China consistently supports the just stand of the African and Arab peoples in opposing South Africa’s and Israel’s attempts to acquire or develop nuclear weapons in order to threaten other countries and seek regional hegemony. China will take into account relevant provisions of the Statute, including safeguards provisions, in its future international cooperation in the peaceful uses of nuclear energy and in its transfer of nuclear material, nuclear technology and nuclear equipment.
