ABSTRACT

Under Article VIII (3) of the Treaty on the Non-Proliferation of Nuclear Weapons (NPT), a conference is held every five years ‘to review the operation of this Treaty with a view to assuring that the purposes of the Preamble and the provisions of the Treaty are being realised’. With Australia, Canada and the ‘White Angels’ in the lead, some progress was made towards accepting full-scope safeguards as the norm for nuclear exports. Exports of nuclear plants to non-NPT non-nuclear-weapon states have dwindled almost to vanishing point except in the Far East, while the volume of nuclear waste continually grows. The Third Review Conference was a considerable success and has helped to fortify the NPT by demonstrating that it commands wide-spread and strong support from aU groups – non-aligned, neutral, Western and Socialist.
