ABSTRACT

In September 1985, the Third Review Conference on the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) convened in Geneva. It was another opportunity for the parties to the treaty to review its operation with a view to ensuring that the purposes of the preamble and the provisions of the treaty are being realised. A test ban is both a vertical and a horizontal non-proliferation measure. It would have a positive influence on a number of non-nuclear-weapon states not party to the NPT and/but interested in or contemplating the creation of nuclear-weapon free zones. The NPT Review Conference would have been an ideal forum to examine the results achieved at Committee on Assurances and Supply. The conference also could have been an ideal occasion to examine the idea of a fund or a programme to finance the construction of nuclear power plants to the benefit of developing countries.
