ABSTRACT

The creation of the cultural heritage is the phenomenon that is essential for all peoples. It acquires special characteristics when, in the course of history, the quality of life manifested by a given cultural form becomes identified with a territory which is at the same time geographical and natural, historical and political: a nation. The natural environment, organized in a series of ecosystems, enters history proper with the appearance of socially organized human societies. Just like human beings, socially organized communities interact with the landscape in order to change and adapt it to conform with the requirements of the development of its productive resources, and so past and present cultural and natural landscapes must also be considered as cultural property and resources.
