ABSTRACT

This chapter examines the factors that caused doping in sport in the context of Chinese history, culture and ethics. It analyses the Chinese government's anti-doping policy and practice from the 1990s. The chapter examines that there is no systematically state-run drug abuse sports programme in China and that drug-use is not only a political problem, but also moral, educational, economic, medical, social and cultural problem in the global society. Up until the 1970s drug abuse was virtually unknown in Chinese sport. The reasons are, firstly, China was isolated from the international sports community. The first case of drug use in Chinese sport was reported in 1988 when two female athletes tested positive at an international competition before the 15th Winter Olympic Games. In August 1990 the Sports Ministry, for the first time, announced the 'three principles: seriously banning, strictly testing and severely punishing those who use drugs in sport'. It issued the 'Regulation of Anti-doping in Sports Competitions' in 1995.
