ABSTRACT

This chapter describes the Norwegian anti-doping work over the end of the 20th century with a particular emphasis on its preventive aspects. It focuses on the ethical justification of the Norwegian anti-doping work. Working with sports values became an important area of commitment in the 1990s. A campaign was called: 'Sport is too valuable to be ruined.' It consisted of a workbook that discussed some of the value problems as well as fundamental values in sport. The long-term plan for the period from 1992 to 1998 was called: 'From Words to Action.' It served as the strategic plan for the Norwegian Olympic Committee and Confederation of Sports (NIF) newly established Department of Ethics, Sports Medicine and Anti-doping. In 1992, the doping section at NIF formed a general plan for NIF's anti-doping work for the period 1992-95. The main objective for NIF's anti-doping work was All Norwegian sports shall be free of doping'.
