ABSTRACT

INFUSA proposes that a Second Assembly in the United Nations (UN) should be formed under the provision of the UN Charter which states that the UN General Assembly can create subsidiary organs to help in its work. INFUSA has presented its proposal to the UN General Assembly and to the Permanent Missions of all member-states. In the 1960s, one of the most ambitious projects to create a World Government began, organized by Philip and Margaret Isely as a movement called World Constitution and Parliament Association. In the early 1980s, the Swedish Peace Council and Swedish UN Association organized a Swedish People’s Parliament on Disarmament. The initial organizing meeting occurred in 1988 during the third UN Special Session on Disarmament. The People’s Congress has issued about a dozen declarations on world issues, and tried to publicize them. These are usually drafted by the Secretariat in Paris and then circulated by mail for approval or modification.
