ABSTRACT

This chapter outlines the history and principles of the proposal for a UN Second Assembly, and indicates the potential this Assembly could give the United Nations for enabling democratic world accountability. It describes the annual Appeal/Proposal to the UN General Assembly of the International Network for a UN Second Assembly is reprinted, and the rationale of the Penrose method of representation in a world assembly. A UN Second Assembly should be a subsidiary organ of the General Assembly under Article 22 of the Charter, which reads: ‘The General Assembly may establish such subsidiary organs as it deems necessary for the performance of its functions.’ The election of delegates would have to be organized nationally, both on pragmatic grounds and to ensure the cooperation of governments. The deliberations of a UN Second Assembly could include any subject or item in the very broad range of concerns of the General Assembly.
