ABSTRACT

The concept of a Peoples’ Assembly at the United Nations is the most vital project in international relations since World War II. The Governor of Louisiana was recently faced with the necessity of making that most miserable of all decisions which heads of state are duty-bound to make. The United Nations is a worthy attempt at an advanced form of world rule. A fundamental function of the United Nations Educational, Scientific and Cultural Organization is to educate people to think internationally. The greatest danger in the world today is that the United Nations will continue to deal only with ‘sovereign’ national governments, ignoring the truly sovereign peoples whom world law-and-order is supposed to benefit. The educative aspect of referendum deserves elaboration, since it provides the principal reason for adoption of the referendum system. The method of voting-on-issues gives a greater degree of political power to the people and thereby offers the incentive to study political problems.
