ABSTRACT
This chapter deals with the United Nations is a dynamic system of people and countries, which reflects the growing awareness that people are interdependent. It realizes that the emphasis of the United Nations is rapidly shifting away from the nation-state to the well-being of the world which is common home. The expertise and the integrity of members of these committees or commissions ensure that the documents they produce are regarded highly and that they therefore provide a solid basis from which negotiations can take place. The Secretary-General is asked to make a study of the topic and will usually set up a committee of experts or of eminent personalities. These will in many cases travel around the world visiting stricken areas and speaking to people struggling with the issues. The Brundtland Report emphasizes that it is a pattern of clouds, oceans, greenery and soils which dominates planet.
