ABSTRACT

This chapter intends to contribute to efforts towards understanding the complexities associated with the surge in Chinese immigration into Japan since the 1990s. It explains about ‘Chinese migrant workers’ concern only those who originate in the people’s republic of China, excluding Taiwan and Hong Kong. The presence of Chinese migrant workers in Japan has given rise to an increase in complaints in Japan about crimes committed by Chinese, notwithstanding the possibility of the Japanese police and court systems handing down stiff punishment to Asians for such minor offences as shoplifting. In the current wave, Chinese labourers are entering Japan voluntarily. Both the Chinese and Japanese governments have adopted policies and established affiliated agencies to assist Chinese labourers in pursuit of economic gains by entering Japan. After all, by getting out of the institutions, a migrant worker can have total control over whatever he/she can earn, instead of dealing with the uncertainty of receiving one’s promised wages.
