ABSTRACT

Before 1990, government policy relating to the drug problem was described in the Programme for the Prevention of Drug Addiction drafted by the Committee for the Prevention of Drug Addiction. The Programme had to be approved by the Council of Ministers. The important part of the institutional response is the cooperation with corresponding organizations from other parties involved. Numerous activities have been undertaken at different levels. The Act on Counteracting Drug Addiction sets out drug-preventive tasks for both the central government and the local government agendas. Co-ordination seems to be a relatively new field. The earliest co-ordination activities started in 1989 at the national level and most actions started in 1991–1994. Most organizations that employed only professional paid staff, preferred co-ordination. The type of professional background did not significantly vary the activity conducted as indicated.
