ABSTRACT

The milestone of governmental policy on drug demand reduction was the adoption of the methadone treatment programme in 1995. This step formally legalized harm reduction programmes in Slovenia. The principal legal acts dealing with drug related problems in Slovenia are the Crime Code and the Act on Illicit Production and Trafficking of Drugs. In 1995, the government started work on legislation concerning the prevention and treatment of drug addicts. The Prevention of the Use of Illicit Drugs and Dealing with Consumers of Illicit Drugs Act was adopted in 1999. It is the first and only act regulating demand reduction policy in Slovenia. The governmental policy is a compilation of specific policies of the specialized ministries. The Prevention of the Use of Illicit Drugs and Dealing with Consumers of Illicit Drugs Act demands that the government adopts the National Programme on the Prevention and Reduction of the Illegal Use of Drugs.
