ABSTRACT

The Charter is the basis and therefore the expression of the French constitution. The most remarkable period since the establishment of the parliamentary regime in France began when the declaration was made by the King to the members of the Chambers, and notified to the journals by His Majesty’s Chancellor, that he accepted constitutional principles. A party is organised when all its members, united through common principles, recognise a leader who concerts all its movements and directs all its operations, in such a way that there is both unity of action and unity of views, and that consequently the party’s force is as great as possible. The national lands have fallen to their paltriest price. Several of them have even been uselessly put up for sale, which is clearly a result of the uncertainty which there has been, and which unfortunately a large number of persons still feel, concerning the maintenance of the Charter.
