ABSTRACT

This chapter describes the application of key elements of programme management in a transport environment, using Transport for London (TfL) as the case example. TfL is responsible for the day-to-day operation of the capital's public transport network, managing London's main roads and planning and building new infrastructure. TfL is primarily an operating and asset management company. TfL delivers a huge range of programmes that fall into two broad families, infrastructure and business change programmes. TfL works in a structure that consists of projects, programmes and delivery portfolios. The TfL Pathway delivery framework is 'product based'. Core roles are typical roles that exist within a project team to assist in the delivery of the project. The sponsor acts as an 'internal client' and as such is accountable for identifying the business need in order to deliver against corporate and Mayoral Transport Strategy objectives. There must only be one sponsor of a project at any one time.
